Onboard Competency Assessment Course

Introduction

The Nautical Institute (NI) Onboard Competency Assessment course has been designed to provide industry guidance for course participants who engage in the assessment of seafarers. Encompassing the IMO Model Course 1.30, the course introduces the processes and procedures to organise, administer and conduct onboard assessment of seafarer behavioural competence, in accordance with the provisions of section A-1/6 of the STCW Code and TMSA 3 – Element 3.

The Onboard Assessment course is comprised of lectures, discussions and a series of demonstrations. This involves:

  • Short presentations of assessment techniques, with explanations of practical implications
  • Applications of competence-based assessment techniques by the course instructors and by the participants
    Discussions
  • Workshops (with task solving and interactive exercises)
  • Differentiation between assessment and audit.

Theory

  • Administer, supervise and monitor assessment of seafarer behavioural competence in accordance with the provisions of section A-I/6 of the STCW Code
  • Understand all responsibilities expected of assessors within their field of expertise
  • Understand the concepts generally taken into account when developing a suitable assessment package for a particular type of ship
  • Apply the international provisions relating to the training and assessment of officers and ratings on board ships
  • Apply the international provisions in the context of national laws
  • Determine effective assessment methodologies
  • Organise, administer and conduct onboard assessment
  • Understand the importance of the soft skills elements of competency in performing operations safely and incident free
